Texas CDL Permit (CLP) Checklist
Before you can take the CDL skills test in Texas, you need a Commercial Learner Permit (CLP). The steps below are provided for general reference. Verify current requirements directly with Texas DPS before visiting a driver license office.
Step 1 — Get Your CLP
Getting a Texas Commercial Learner Permit (CLP)
The Texas CLP is issued by the Texas Department of Public Safety (DPS). To obtain your CLP, you will need to visit a Texas DPS driver license office and pass the CDL knowledge tests for the license class you are pursuing. Verify current requirements at dps.texas.gov.
Generally required at the DPS office (verify current requirements with DPS):
- Proof of Texas residency (current Texas address)
- Proof of U.S. citizenship or lawful presence
- Social Security Number
- Your current Texas driver’s license
- DOT medical examiner’s certificate (medical card) — obtained from a certified medical examiner before your visit
- Payment for the CLP fee — verify current fees with Texas DPS
You will take written knowledge tests covering general CDL knowledge, air brakes (if applicable), and any endorsements you plan to hold. Passing all required tests results in issuance of your CLP.
CLP Preparation Checklist
- DOT Medical Card — schedule a DOT physical with a certified medical examiner. Your medical card must be current and valid.
- Study the Texas CDL Handbook — Texas DPS provides a free CDL handbook. Read it before your knowledge test. Find it at dps.texas.gov.
- Pass the Knowledge Tests — General Knowledge is required for all CDL classes. Combination Vehicles is required for Class A. Additional tests may apply for endorsements.
- CLP Holding Period — Texas requires you to hold your CLP for a minimum period before taking the skills test. Verify the current requirement with Texas DPS.
Step 2 — After You Have Your CLP
What Comes After Your Texas CLP
After holding your CLP for the required period, you may schedule a CDL skills test with a Texas DPS office. The skills test generally consists of three parts: pre-trip vehicle inspection, Basic Control Skills, and a road test. You must provide a qualifying commercial motor vehicle for the test.

ELDT Theory
Do I Need ELDT Theory Before the CDL Skills Test?
The Entry-Level Driver Training (ELDT) requirement applies to first-time CDL applicants and certain upgrade situations. If ELDT applies to you, it must be completed through an FMCSA-registered training provider before taking the CDL skills test.
FastPass CDL does not provide ELDT classroom theory. If you need ELDT, complete it through an approved provider before requesting equipment access. Contact Texas DPS or consult FMCSA ELDT requirements for your specific situation.
